According to newly released documents reviewed by WIRED, Chicago-area law enforcement officers participated in an undercover operation by Immigration and Customs Enforcement (ICE) to monitor anti-ICE activists in Minnesota. The operation, part of a federal conspiracy investigation into 15 Twin Cities activists facing felony charges for resisting Operation Metro Surge, involved a joint task force of 14 officers—six local cops and eight HSI agents. The task force conducted surveillance on an April 2 event at Co-Prosperity, a leftist gallery in Chicago's Bridgeport neighborhood, where Minnesota activists discussed organizing efforts during a three-month immigration surge that resulted in the deaths of two U.S. citizens. The HSI report detailed the use of undercover agents, electronic surveillance, audio recordings, license-plate-reader data, and Chicago's CCTV network to identify attendees and link them to other anti-ICE protests. Local police departments, including Chicago, Aurora, Downer's Grove, Cook County, and Kane County, joined the task force on a full- or part-time basis for two years. Despite Illinois' sanctuary laws prohibiting local law enforcement from participating in immigration enforcement, the operation was framed as a criminal investigation under HSI's authority. Chicago Police Department (CPD) claims its involvement was permitted under Illinois law as it pertained to criminal enforcement, not immigration. The ACLU of Illinois criticized the surveillance as "very troubling," emphasizing that constitutional protections for First Amendment activities should not be violated. The April 2 event was part of a national tour organized by the anarchist collective Crimethinc, which has a history of federal infiltration leading to convictions. The HSI report also revealed surveillance of similar events in Ann Arbor, Michigan, and Seattle, Washington, as part of the broader investigation into the Minnesota 15. The case has raised concerns about the role of local law enforcement in federal investigations targeting political dissent.

Despite Illinois’ sanctuary laws, local police in and around Chicago helped ICE investigative agents track activists engaged in First Amendment–protected activities.
