Bonapartism, particularly as Napoleon III conceptualized it. The people appoint their agent to act on their behalf then he rules unconstrained, for the people.

as historical parallels go you can do a lot worse than comparison of Trump to Napoleon (the first one), minus the genius or the winning of course
The Arc de Triomphe was commissioned to honor Napoleon in 1806. By the time construction had really begun in earnest, Napoleon had suffered a disastrous military defeat and had been forced into exile.
