Solar Geoengineering War Game Reveals Geopolitical Tensions and Climate Governance Challenges
A recent simulation titled 'Exploring Geopolitical Tipping Points and Climate Cooling Strategies' brought together foreign-relations experts, scientists, military personnel, and former government officials to test global responses to solar radiation modification technologies. The exercise, conducted at Queen Mary University of London, involved participants role-playing as national governments, climate NGOs, indigenous groups, and tech companies. The simulation aimed to stress-test international governance of solar geoengineering, which involves reflecting sunlight to cool the planet by injecting particles like sulfur dioxide into the atmosphere. While the cooling effect is scientifically accepted, the technology carries significant risks including uneven regional impacts, such as drying in sub-Saharan Africa and more intense Atlantic storms, and the potential for a dangerous geopolitical arms race. The simulation revealed deep distrust between major powers, with the US and China refusing to sign agreements that might constrain their research or allow the other to lead technologically. A fabricated intelligence report about US geoengineering activities near the Bering Strait led to accusations of disinformation from Russia, escalating tensions. The US also became convinced China was developing its own program, leading to a breakdown in negotiations. The simulation highlighted how political posturing often overshadows scientific input, with climate researcher Colleen Golja noting she was largely ignored despite being one of few experts on the technology. The game also exposed how fossil fuel interests could manipulate the process, as a shadowy NGO backed by the industry subtly undermined efforts to establish scientific governance. Despite multiple proposals, no agreement was reached, with European countries and Canada attempting to build support for safeguards but facing constant delays and strategic conflicts. The simulation's findings align with real-world developments, including recent US think tank papers urging the Trump administration to lead on solar geoengineering and UK government research into sunlight reflection. The simulation concluded that strategic competition and state sovereignty drove outcomes more than climate concerns, reflecting the growing tension between geopolitical interests and the urgent need for climate action. Golja, disillusioned by the lack of scientific influence, plans to return to her coastal hometown to help local climate groups build coastal defenses rather than pursue global policy.
