There's a really beautiful contrast between the scene where Cassian and Vel drink to the fallen. The rebellion consumes people too, because it must, but they, at least, will be remembered and loved. Dedra is alive at the end, for now, but no one will remember her.
His and Dedra's relationship drives this home so well. She's more competent, more elevated in the system, has a deeper understanding of what they're really doing, but in the end they're basically the same, and she gets chewed up and spit out too, it just takes a little longer.
