the techincal term for this is "disfluency" - a hitch in the normal way your brain expects some writing to go that makes it more memorable by forcing you to stop and pay attention it.
The dubious grammar exhibited here makes the message more impactful in the same way that misspellings and other incongruities make the message of the fascists more impactful. "Stop the steal" is another example of this phenomenon.

I’ve said it before, I’ll say it again: the weaponizing of normal speech disfluency is normal practice in political journalism

And it's such a cool, subtle piece of cultural disfluency. You can so easily picture the centaur clan walking away and being like "Why didn't she point her trunk at us like, that entire time?? Why was she WEIRD" and it's great. It's cool.

Like, the person will go uh and ah and "you know, the..." and pause, fighting for their life to recall the noun, and *then* when it pops back up in their mind: how do heavily inflected languages handle this disfluency?
