The 25/26 budget has scrapped the 'active travel' budget line and replaced it by 'active and sustainable.' Also scrapped was the previous £500m (multi-year) Bus Partnership Fund. The 25/26 budget was very untransparent as to the impact on AT funding, but it is now becoming clear that the new budget line will be used for a range of other purposes, definitely including bus and expanding the EV network. What will remain for AT is completely unclear, but the process feels very much like a deliberate attempt to obscure the cuts to AT funding. Meanwhile we still have MSPs sometimes quoting the entire 'active and sustainable' budget line as if it were all AT. Our website article states... As mentioned above, the exact amount is unclear due to the budget line being muddied from AT-only in previous years to “Active and Sustainable” this year 4.6% (£179m) – our original estimate But this now looks optimistic, possibly seriously optimistic. The draft budget gave the impression that the only impact of the widened budget heading was to include a £10m Bus Infrastructure Fund, but now a letter from the Cabinet Secretary to Daniel Johnson MSP states, “Work is underway to assess allocations for bus, active travel and other allocations which will inform individual budget lines for each constituent part of this funding going forward.” A subsequent letter to a Spokes member from Edinburgh Central MSP Angus Robertson makes clear that some of the budget will also be used to “expand our electric vehicle charging network.”
