Base R has no mpg data (it has mtcars); mpg ships with ggplot2.

Your ggplot2 bars come out A, B, C, not sorted by value. ggplot2 isn't ignoring you.
Bar order comes from the factor levels.
factor(x, levels = x[order(value)]) sets them by hand. forcats::fct_reorder(x, value) does it inside aes().

Your ggplot2 bars come out A, B, C, not sorted by value. ggplot2 isn't ignoring you.
