The exemption for Haredim skipping the draft goes back to a deal Ben Gurion struck with the Haredim shortly after the rebirth of Jewish statehood.
There were 400 men in yeshivot when Ben Gurion struck the deal.
Today there are roughly 60,000 Haredim who are of conscription age.
