That was one of the biggest problems with Dragon Quest 2. Apparently the devs didn't really test the final area for balance and it got really wonky. Malroth being able to use Healall was also BS. I don't remember if he could in the GBC version but I believe they multiplied his HP by 10 or something.

Fuckin' finally. The bosses only have 200/250hp respectively, and my main character starts dealing 80-100 after buffs, but both bosses can cast HealAll randomly, just filling back up to full. Yeah, another few balance passes. Now to haul my ass back and finish up.

healall(999) specifically heals all party members to full. the only other places it's used are after the dojo matches, when a party member falls below half health in tenna's hell board fight, and that 'for some reason you felt healthier to a minuscule degree' joke with gerson in chapter 4
