I don’t like how the writers were initially having Joey to figure out the connection with these two and even paying to get the alleged mugger out of jail. But now it seems that angle has been abandoned since the impaler stepped on scene and they brought out that Hailey was poisoning bill.

She absolutely is. I personally don’t think that she needs to be a long term villain. She can be found out as The Impaler and her other crimes and be sent to prison or killed off. I’m just not impressed with her.
