Along similar lines, I'd go back to Lori's older Education Comparable Wage Index (ECWI, rather than new CWIFT) labor market definitions. ECWI LMs were constructed on PWPUMAs in combination with CBSAs. Metro and Micro CBSAs as labormarkets, then aggregations of rural PUMAs, outside CBSAs.
