"receive this laconic reply" is a specific reference to Leonidas at Thermopylae. The Classical name for Sparta was Lacedaemon and Spartans were known for a pithy, to the point way of speaking. Laconic is a reference to ancient Sparta and in this context it's clear McIntosh is quoting μολὼν λαβέ.
