I have a WIP branch for it, but the idea is if you have over 1k blobs PDS MOOver will go ahead and allow you to migrate over, and slowly move your blobs over for you following the 1k per user every 24 hour limit. Then notify you when done. Missing blobs will hopefully be a thing of the past. Mostly.

You need the rotation key to be able to point your PLC record to the new PDS URL (and also probably to update your signing key for the atproto repo).
I believe that PDS Moover lets you add your own rot key to a PLC identity, so if you did that, you can also do the recovery process.

Yes it's meant to persist your identity. So if you're on a PDS and it crashes, no backups, or the PDS is hacked and you can no longer access it you can use an adversarial migration to move to a new PDS with the same did and it's more or less like nothing happened. It's what pdsmoover/restore does
