When Capt. RH Pratt said the policy was "To kill the Indian to save the man" that seems to very easily qualify as genocidal intent. Offering bounties for human scalps as the US did towards the Pequot and Naragansett and as Mexico did with the Apache are obvious examples of genocidal intent.

The place we used to play trivia at in college did $5 entries, $2 pitchers of Naragansett, with a free buffet of food after trivia and cash prizes, and half the money going to charity.

We used to show up, get drunk, get great food and then leave with more money than we came with.

There are buildings on the left of the image and a road on the right. In the middle is a sidewalk extending forward. About 6 feet from the photographer, a large post with signs is in the middle of the sidewalk, with about a foot of space on the sidewalk on each side of the post.
