Mostly so far just seems designed to confuse and terrify family members who do have to rely on ODLS, but maybe that's just the limits of my perspective.

Maybe it could obstruct habeas and last-minute stays? Pretty sure attorneys of record don't have to rely on ODLS for transfer notifications, tho, so doubtful about effectiveness.
And it's not like that's the hold-up with removals anyway, so much as capacity and countries to take people with WH/CAT?
