Much of this is simply due to NVidia (via PCI-SIG) enforcing a flawed connector with an unrealistic power rating, while also demanding that features such as on-card current balancing are dropped, which was still a feature with GeForce RTX30-series cards.

rtx30 or 40 series max
intel i5 12th gen (this is important, avoid gen 13 and 14) or some modern amd ryzen
ddr4 ram. like 32-64gb
you should also do some research yourself, though

Apparently for NVidia it's mostly about being able to make the PCB as small as possible, which is also why after the RTX30-series they dropped on-GPU load balancing.
It's still so ironic with current GPU TDPs and a few kg of heatsink... Remember single-slot GPUs with tiny blower HSF?

It's too bad that NVidia has majority share of the gpu market. I have been looking to upgrade my 1060 6gb, but these prices are terrible. The B580 looked promising but there is no stock at msrp and its been a while. Reminds me of the crypto boom that killed the RTX30 and RX6000 series.
