Data from ScienceBusiness shows the real bottleneck is the static grant cap itself; if general budgets were the problem, we would see the exact same hiring freezes in non-ERC funded labs. We don't.

The transmission mechanism is clear. ERC starting grants are capped at €1.5 million. But when the price of laboratory equipment and raw materials spiked—as the ScienceBusiness report showed—investigators had to buy the hardware anyway, leaving less cash for salaries.
