“ประกันสังคม” ประเด็นร้อน ที่พรรคการเมืองเร่งงอกนโยบาย ทีมข่าวแรงงาน admin666 Sat, 2026-01-31 - 00:30 ช่วง1-2 สัปดาห์ที่ผ่านมา สำนักงานประกันสังคมกลับมาเป็นประเด็นอีกครั้ง หลังจากโดนเปิดประเด็นความไม่โปร่งใส่ไปหลายรอบทั้งตึก Skyy9 มาจนถึงเรื่องลงทุน TU DOME ตัดสูท บินเฟิร์สทคลาส ไปพร้อมกับเรื่องเชิงโครงสร้างหน่วยงานอย่างการจะเปลี่ยนระบบเลือกตั้งตัวแทนผู้ประกันตนจากเดิม ผู้ประกันตน 1 คน เลือกตัวแทน 7 คน เหลือเลือกได้ 1 คน  นอกจากนั้นเรื่องใหญ่ที่กำลังกระทบผู้ประกันตน 24 ล้านคนในอนาคตอีก 30 ปีข้างหน้า คือ กองทุนที่มีเงินอยู่ 2.8 ล้านล้านบาทที่มาจากการจ่ายสมทบ 3 ฝ่ายคือลูกจ้าง นายจ้าง และรัฐ อาจจะล่มได้หากการบริหารกองทุนยังคงมีผลตอบแทนราวๆ 2% อยู่เช่นนี้ เพราะอนาคตที่ผู้ประกันตนเกษียณไปรับบำนาญอาจจะเยอะกว่าคนที่ทำงานหาเงินมาจ่ายประกันสังคม หากประเทศยังมีอัตราเด็กเกิดใหม่ต่ำแต่คนที่กำลังจะกลายเป็นผู้สูงอายุมากขึ้นเรื่อยๆ  ประเด็นเหล่านี้กลายเป็นเรื่องร้อนขึ้นมาจน พรรคการเมืองที่กำลังหาเสียงเลือกตั้งกันอยู่ตอนนี้ต้องออกมาเปิดว่าพรรคตัวเองจะทำอะไรกับ “สำนักงานประกันสังคม” บ้างหลังได้เป็นรัฐบาลใหม่บ้าง มาดูกันว่าช่วงสัปดาห์ที่ผ่านมามีพรรคไหนเสนออะไรไว้กันบ้าง พรรคประชาชน * แก้ พ.ร.บ.ประกันสังคม เพื่อปรับเป็นนิติบุคคลให้มีอิสระในการบริหารจัดการ เอาออกจากระบบราชการ * คณะกรรมการประกันสังคมรวมถึงคณะกรรมการชุดการลงทุนและแพทย์ ต้องยึดโยงกับผู้แทนฝ่ายผู้ประกันตนและฝ่ายนายจ้าง ไม่ถูกแทรกแซงจากภาคการเมือง * ผู้ประกันตน นายจ้าง และผู้มีส่วนได้เสียมีสิทธิเข้าถึงข้อมูลการบริหารงาน จัดซื้อจัดจ้าง การส่งเงินสมทบของภาครัฐ บันทึกการประชุมการดำเนินงานของคณะกรรมการทุกชุดต้องเปิดเผย * ปรับสิทธิประโยชน์ด้านสุขภาพของประกันสังคมให้เท่ากันทุกกองทุนคือ กบข.และกองทุนหลักประกันสุขภาพถ้วนหน้า * บริหารยาและเวชภัณฑ์ร่วมกันทั้ง 3 กองทุน  แม้ว่าพรรคประชาชนจะไม่ได้ใส่เรื่องเลือกตั้งบอร์ดประกันสังคมไว้แล้วแต่เนื่องจากช่วงที่ผ่านมาประเด็นการแก้ไขระบบเลือกตั้งจากผู้ประกันตน 1 คนเลือกผู้สมัครกรรมการได้ 7 คน เป็นระบบผู้ประกันตน 1 คน เลือกผู้สมัคร 1 คน ทำให้ช่วงที่ผ่านมา ไอซ์ รักชนก ศรีนอก, เซีย จำปาทอง และปารเมศ วิทยารักษ์สรรค์ ผู้สมัครจากพรรคประชาชน ต้องออกมารณรงค์ยืนยันให้ใช้ระบบเลือกตั้งแบบเดิม  พรรคเพื่อไทย พรรคเพื่อไทยไม่ได้ประกาศนโยบายเรื่องประกันสังคมไว้ก่อนหน้านี้ว่าจะจัดการกับประกันสังคมอย่างไรบ้างนอกจากนโยบายเกี่ยวกับสิทธิแรงงานที่จะได้เข้าสู่ระบบประกันสังคม จนกระทั่งปัญหาการบริหารประกันสังคมกลายเป็นประเด็นขึ้นมา ทางพรรคได้แสดงจุดยืนเรื่องนี้และจะทำภายใน 3 เดือนหากได้เป็นรัฐบาลดังนี้ * ย้ำว่ายังใช้ระบบเลือกตั้งตัวแทนของฝ่ายผู้ประกันตน 1 คน เลือกตัวแทนได้ 7 คน เป็นไปตามสัดส่วนเดิม * ให้ประธานบอร์ดประกันสังคมควรมาจากการเลือกตั้งของคณะกรรมการ แทนการตั้งปลัดกระทรวงแรงงานเข้ามาเป็นประธานโดยตำแหน่ง * ให้มีคณะผู้เชี่ยวชาญด้านบริหารกองทุนเข้ามาดูแล เช่น เดียวกับกองทุนบำเหน็จบำนาญข้าราชการ (กบข.) * ให้เปิดเผยข้อมูลการลงทุน งบประมาณ และผลตอบแทนของกองทุน ตั้งกลไกตรวจสอบอิสระที่ไม่ขึ้นกับฝ่ายบริหาร * สำนักงานประกันสังคมและกองทุนจะต้องมีตัวชี้วัด เป้าหมาย และความสำเร็จ (KPI) โดยคณะกรรมการทำหน้าที่กำกับและติดตามประเมินผลใกล้ชิด * แยกการจัดการสิทธิประโยชน์ส่วนการรักษาพยาบาลแยกออกจากส่วนของการดูแลการว่างงาน บำเหน็จบำนาญ ทุพพลภาพ โดยกำลังมีแผนนำสิทธิประโยชน์การรักษาพยาบาลไปร่วมกับกองทุนหลักประกันสุขภาพถ้วนหน้า พรรคประชาธิปัตย์  เป็นอีกพรรคที่ไม่ได้มีนโยบายที่เกี่ยวกับการบริหารจัดการระบบประกันสังคมตั้งแต่แรกเหมือนกัน จนกระทั่งเกิดประเด็นขึ้นมา ทางอภิสิทธิ์ เวชชาชีวะ หัวหน้าพรรคประชาธิปัตย์และแคนดิเดตนายกรัฐมนตรี ให้สัมภาษณ์จากที่นักข่าวถามเมื่อ 25 ม.ค.ที่ผ่านมาว่า ทางพรรคมีแนวทางดังนี้ * ให้สำนักงานประกันสังคมออกมาเป็นหน่วยงานอิสระ เพื่อให้บริหารจัดการกองทุนอย่างมีประสิทธิภาพ * การรักษาพยาบาลของผู้ประกันตนให้มารวมกับระบบประกันสุขภาพถ้วนหน้าเพื่อให้ได้สิทธิการรักษาพยาบาลเท่ากัน * เงินสมทบในประกันสังคมให้ใช้เรื่องอื่นๆ เช่น ชราภาพ  ภูมิใจไทย ไม่ได้มีเรื่องบริหารจัดการประกันสังคมอยู่ในนโยบายตั้งต้น แต่อนุทิน ชาญวีระกูล หัวหน้าพรรคภูมิใจไทย และเอกนิติ นิติทัณฑ์ประภาศ ผู้ช่วยหาเสียงของพรรค พูดถึงเรื่องนี้คล้ายๆ กันคือปรับให้กองทุนประกันสังคม ไปเหมือนกับของกองทุนบำเหน็จบำบำนาญข้าราชการ (กบข.)  นอกจากพรรคการเมืองยังมีข้อเสนออะไรอีก องค์กร Think Tank อย่างสถาบันวิจัยเพื่อการพัฒนาประเทศไทย (ทีดีอาร์ไอ) เคยมีข้อเสนอเรื่องนี้อยู่เช่นกัน  * ขยายอายุการรับบำนาญจากเดิม 55 ปี เป็น 60 ปี เพื่อรักษาฐานะทางการเงินของสำนักงานประกันสังคม และจะทำให้ผู้ประกันตนได้รับบำนาญที่มากขึ้นหลังเกษียณ * แยกกองทุนบำนาญชราภาพออกจากกองทุนประกันสังคม โดยให้มีการบริหารจัดการที่โปร่งใสและมีประสิทธิภาพ * ศึกษาต้นทุนการรักษาพยาบาลผู้ป่วยเพื่อให้ใช้อัตราการจ่ายค่ารักษาให้สอดคล้องกันทั้ง 3 กองทุนสวัสดิการข้าราชการ ประกันสังคมและประกันสุขภาพถ้วนหน้า * เพิ่มสิทธิประโยชน์มาตรา 40 ใน (4) และ (5) ทั้งด้านรักษาพยาบาล การคลอดสงเคราะห์บุตร การเสียชีวิต บำนาญชราภาพ ให้กับแรงงานนอกระบบ ซึ่งจะจูงใจให้แรงงาน ซึ่งอาจจะทำให้มีเงินสมทบมากขึ้นและรัฐได้ภาษีเพิ่มมากขึ้นจากแรงงานที่เข้าสู่ระบบ โดยที่ไม่ได้เป็นภาระทางการคลัง * ข่าว * แรงงาน * กองทุนประกันสังคม * สำนักงานประกันสังคม * เลือกตั้ง 69

People’s Party Chonburi MP Sahatsawat Koomkong has expressed concern about possible interference in the ongoing investigation into the Social Security Office’s (SSO) controversial purchase of the SKYY9 Centre building, after noticing that several former senior officials linked to the deal have returned to the Labour Ministry. Sahatsawat said he was alarmed to see the list of advisers appointed by Labour Minister Treenuch Thienthong, which includes Boonchob Suthamanuswong, a former permanent secretary of the ministry during Suchart Chomklin’s tenure, when the SKYY9 building was purchased, and Suthep Chittayawong, a former secretary to the minister under the same administration.

Two prospective ministers are under scrutiny for their alleged involvement in what appears to be an excessive purchase of the SKYY9 building by the Social Security Office. Rukchanok Srinork, Bangkok MP from the People’s Party, said that appointing Pattana Promphat, son of Santi Promphat, as Minister of Public Health could compromise the probe into the Social Security Office’s alleged overpayment for the SKYY9 building.

The Criminal Court has accepted a defamation case filed by Suchart Chomklin, Deputy Minister of Commerce and party-list MP of Ruam Thai Sang Chart, against Bangkok MP Rukchanok Srinork and Chonburi MP Sahassawat Kumkong of the People’s Party. Suchart is seeking 50 million baht each in damages over claims linking him to the Social Security Office’s purchase of the SKYY9 building during his tenure as Labour Minister.

Labour Minister Pongkawin Jungrungruangkit said he will not summon Permanent Secretary Boonsong Thapchaiyuth to address concerns that he continues to exercise full authority despite a Cabinet resolution ordering his transfer during an ongoing investigation into the Social Security Office (SSO)’s purchase of the SKYY9 building at an inflated price. Pongkawin said there is no need to call the permanent secretary to explain the matter, as everyone should already know whether such actions are appropriate.

People's Party MP Rukchanok Srinork questioned why Permanent Labor Secretary Boonsong Thapchaiyuth continues to exercise full authority, even though a Cabinet resolution ordered his transfer to the position of Special Inspector General at the Office of the Prime Minister to assist in the investigation of the Social Security Office’s (SSO) 7-billion-baht purchase of the SKYY9 building. The probe was launched because the purchase price was considered excessive, with the building’s market value estimated at only 3.4–3.9 billion baht at the time.
