Unrealistic: the City must factor in inflation and honour its contracts with its unionized employees, so to achieve this would mean cuts in services (transit? snowplowing?). And then there's the $10.8 billion funding deficit to maintain/repair/renew City's aging facilities & infrastructure.
Families in Ottawa are facing rising costs. We can't let city hall add to that burden. That's why I’ll keep property tax increases between 2% and 2.5% for the next two years, while protecting and enhancing the municipal services you rely on.

In this blue state (RI) and I think in MA, the disaster was "we didn't budget enough money for snowplowing to cover the February blizzard, bail us out." I'd love the money but don't see that this is a FEMA-level disaster.
