but not all Plutonium is created equal!
if you run a fission reactor with low-enriched Uranium (LEU, ~5%) it means most of your fuel pellets are actually U238
they eat neutrons. and they become Plutonium isotopes

also they have less U238 for research reactor fuel! so you have even less to irradiate and transmute to Pu239!
