He acknowledged the need for international cooperation, noting that while the UK has not yet signed the Norway-led declaration on mandatory pre-release testing of frontier AI models, it supports the initiative. Burnham also addressed concerns about AI's risks to national security, stating that the UK would work towards mandatory testing and transparency, though current testing remains voluntary. The government has also announced a new UK-US AI and Autonomy partnership focused on protecting critical infrastructure. Meanwhile, US President Donald Trump rejected global AI regulation, calling it a 'hoax' and stating the US would 'encourage' AI development rather than rein it in. Burnham's speech comes amid growing global concerns about AI's potential to threaten humanity, with industry insiders warning of significant risks. The UK government has previously accused Russia of interfering in the 2019 UK general election, and Burnham's new center will work with intelligence agencies, government departments, law enforcement, and social media platforms to combat 'information warfare'.
