It's surprising to witness the number of negative or apathetic comments that were left in this film. We found this in the #usnationalarchives which has a small collection of 1976 Bicentennial films that have been digitized - many others are only on film.** The film's title is "The Birthday Party" and it seems to have been produced by the National Park Service. Joking aside, this is part of a detailed collection in the #USNationalArchives of documentation related to erosion control, infrastructure, agriculture, and engineering. Sedimentation is a huge problem for water quality -- then and now.
