The reason this point isn't made is that it's not accurate.
Everyone gets 10%, the formula was used for calculating the duties for Annex I countries who get more.

I don't think a lot of non-Californians understand how insane Proposition 13 is.
1% cap on ad valorem, properties aren't reassessed until they're sold, and you can literally inherit property valuations.

Can't believe it's been nearly 218 years since them slags made stamp duty as valorem on estates, it still freaks my nut out to this day.
Mad that residential Stamp Duty is so damaging and yet raises such a small sum of money.

We invented the income tax because for 130 years more than 80% of all taxes collected were levied against property ad valorem by your local municipal government. That's what "The government" meant to people that whole time. But by the 20th century, wealth was no longer concentrated in real property.

Just to explain things, we now get the country tariff with the ad valorem tax slapped on top of that. Normal countries (read: not the US) only charge the ad valorem plus a bit of handling fee.

8/ Smoot-Hawley also imposed an ad valorem tax of 25-35 percent on the declared value of each imported movie. I expect that Trump would use the same mechanism in this instance. Of course, this resulted in foreign countries imposing their own tariffs on US movies in retaliation.

Curious to see how they calculated "tariffs charged to the USA". I'm sure it's based on a rigorous methodology converting non-tariff barriers into ad-valorem equivalents. Definitely not numbers plucked from thin air.
