Campaigners warn early end to North Sea windfall tax could cost Treasury £8.6bn by 2030
Climate and tax justice campaigners have warned that bringing forward the replacement of the UK's North Sea windfall tax could deprive the public purse of up to £8.6 billion by 2030. The current energy profits levy is due to be replaced in 2030 by a new Oil and Gas Revenue Levy (OGRL), but industry lobbyists are urging the government to introduce the new regime as early as 2027.
Research by Global Witness found that if oil prices remain around $100 a barrel, the OGRL would raise £8.6 billion less than the existing windfall tax over the same period. Should prices fall to $70 a barrel, the new levy could raise nothing at all, compared with £4.6 billion under the current system.
A coalition including Greenpeace UK, Tax Justice UK, the End Fuel Poverty Coalition and Stamp Out Poverty has written to Chancellor John Healey calling on ministers to resist industry pressure. They argue it is unjust to lower taxes on fossil fuel firms after a year of record profits, rising household energy bills and extreme weather straining public services.
Industry body Offshore Energies UK (OEUK) counters that introducing the OGRL in January 2027 would unlock £50 billion in private investment, support 111 additional projects and ultimately deliver £14.9 billion more in tax revenue over the next decade. The government says it is providing long-term certainty for the sector while planning record investment in clean energy.
