The hard costs of upgrading 70 miles of track and a few new sidings are rather cheap - the cost is in adding PTC, signaling dark territory, building stations, buying new equipment, building a new depot, and A&E costs.

My internal metric for Big Government Spending is that one billion dollars was a little under what Denver RTD got from the FTA to build the EAGLE (A, B, G line) project in ~2013.
