The Treasury needs to become autonomous the way the Federal Reserve is. This cannot be allowed to happen again under any circumstances--otherwise it *will* be done again by a sufficiently desperate or depraved President.
This is the thing that’s so deeply dangerous about impoundment: every bit of federal funding becomes a threat. “I have every right to withhold this, and I’m not releasing it unless you do what I arbitrarily require of you.”

USPS is semi-autonomous, has a union or 3, and was already on strike in 1970 when the PRA was passed to end that strike. Trump intends to violate or delete the PRA in order to put it into the Treasury. He's already violating the agreement. There are laws. But you can't obey in advance.
