Sex offender who used AI to create explicit images of children repeatedly granted bail to home near playground
A 32-year-old man from Enfield, north London, has been jailed for two years and four months after admitting to multiple offences involving the creation of indecent images of children using artificial intelligence. Zafer Dogan secretly photographed thousands of women and children without their knowledge or consent, many from his bedroom window overlooking a local playground. He then used AI software to digitally alter 33 images of women and two of girls, aged seven and 13, removing their clothing to create sexually explicit material. Despite pleading guilty to the offences and prosecutors opposing his release on three separate occasions, Dogan was repeatedly granted conditional bail by the courts. This allowed him to return to his flat, which overlooks the same playground where much of his offending took place. The Metropolitan Police and Crown Prosecution Service had submitted detailed risk assessments highlighting the danger he posed, but their applications to remand him in custody were unsuccessful. The case has sparked criticism from senior police officers, including Met Commissioner Sir Mark Rowley, who said the bail decisions prioritised the offender's interests over the safety and peace of mind of victims. One victim's family was forced to move into temporary accommodation after discovering they were living in close proximity to Dogan. The Met Police stated that the justice system must place the rights of children above those of paedophiles, particularly in cases involving dangerous and prolific offenders. Dogan was sentenced at Wood Green Crown Court on Thursday.
