So...yes...ish? Peter Turchin can be a moving target, because he says that but also writes things titled, "Cliodynamics: History as Science" and also sometimes directly analogizes cliodynamics and psychohistory in casual writing or interviews (peterturchin.com/how-to-becom...).

Turchin did a statistical analysis of the dynamics of historical societies which he calls cliodynamics: When the equilibrium between ruling elites and the majority tips too far in favor of elites, political instability is all but inevitable. Also reminded of Michels' Iron Law of Oligarchy.
