As early as the 18th century, the Western world promoted the ideas of the Enlightenment philosophers. They proclaimed the right to a just rebellion against obscurantism, oppression, and the violation of universal human rights. But this was not universal in practice. These rights were denied to slaves in the colonies and to women. After World War II, major treaties and decolonization championed the same kinds of ideas, but in practice, the populations of many countries did not have access to these freedoms and were subjected to various forms of domination. This occurred even under regimes that advocated for these rights, such as under the governance of the Labour Party in the United Kingdom, the U.S. Democrats, or the French Communist Party. For example, in France, the Communist Party government — which introduced social security and improved drastically the lives of French people — was simultaneously bombing Indochina because the people there wanted access to the same social rights as those in metropolitan France. Another example is the Kennedy administration, which brought about significant social progress for women and later for people of color, yet maintained the blockade of Cuba, where farmers wanted to be treated better and enjoy the same social progress as in the United States. These issues were rarely discussed in the former colonial metropolises. Aimé Césaire noted that in the early 20th century, in Belgium and Germany, people preferred not to talk about what was happening in Africa. This lack of universality allowed great fortunes to flourish by exploiting these inequalities: cheap resources and labor, impunity for polluting. This benefited capitalism. For example, Haiti’s independence was proclaimed on January 1, 1804. Haiti is the cradle of the first free black state in the world. Haiti, at the time a French colony, was one of the largest colonies in Saint-Domingue, where slavery was extremely widespread. In 1791, a massive slave revolt broke out. This …
