Durham Police Warn Public About Release of Repeat Sex Offender with Multiple Convictions
Durham Regional Police Service (DRPS) has issued a safety alert regarding the release of 48-year-old Keith Theodore Constantin, a repeat sex offender with a history of sexual assaults against children and women dating back nearly two decades. Constantin, who is subject to 24-hour electronic monitoring, will be living at an undisclosed location in the Durham region starting Sunday. DRPS emphasized that he 'poses a significant risk to the community, especially children.' Constantin's criminal history includes convictions for sexual assault with a weapon, robbery, possession of explosives, and uttering threats. His first serious convictions in 2000 involved two armed robberies and two sexual assaults—one against a seven-year-old boy lured to a park and another against a 45-year-old blind woman living in his building. In 2007, he was convicted of sexually assaulting an epileptic woman in his parents' basement apartment while she was recovering from a seizure. He later pleaded guilty in 2009 to eight years in prison, receiving four years' credit for time served, and was placed on the national sex-offender registry for life. The Parole Board of Canada noted in 2014 that Constantin had 'urges of reoffending against children and young women' and exhibited 'thoughts of killing.' His medical history includes diagnoses of alcohol and drug addiction, paranoid schizophrenia, ADHD, depression, and 'character features associated with psychopathy.' He has also been a problematic inmate, engaging in violent behavior and refusing to follow correctional protocols. In 2014, his release prompted significant community pushback, leading him to request re-incarceration after breaking curfew. DRPS has now issued a third consecutive warning about his release, with strict conditions including a 7 a.m. to 7 p.m. curfew, prohibitions on associating with children under 16, and restrictions on internet use and alcohol consumption. Oshawa Mayor Dan Carter has praised DRPS for proactively informing the public and supports strengthening bail and sentencing laws for repeat violent offenders. Police urge the public to remain vigilant and report any suspicious behavior.

Durham Police Arrest Whitby Man for Promoting Anti-Muslim Violence Online
A 57-year-old Whitby man is facing hate-motivated criminal charges after police allege he used social media to incite violence against the Muslim community. Durham Regional Police Service (DRPS) announced that investigators with its Hate Crime Unit concluded an investigation into online threats, taking Sean Farro into custody. Authorities allege that Farro willfully promoted anti-Muslim hatred and urged harm against Canadian Muslims across various digital platforms using the online handle "Sean Strife." Farro has been formally charged with Offence Motivated by Hatred – Uttering Threats, as well as Inciting Hatred in a Public Place. He was held pending a bail hearing. None of the allegations have yet been proven in court. In a public statement, Durham police emphasized that threats intended to instill fear in local communities will not be tolerated. "Acts that target, intimidate, threaten, or instill fear in any individual or group are unacceptable and will be thoroughly investigated," the service noted, adding that investigators are working directly with Crown counsel to pursue appropriate charges. ### Stronger Legal Frameworks Against Online Hate The arrest comes amid heightened vigilance across Ontario regarding online radicalization and threats directed at identifiable faith and cultural groups. In their statement, police specifically referenced recent federal legislative amendments enacted through Canada’s Combatting Hate Act (Bill C-9). The strengthened legal framework created new criminal offenses designed to address contemporary forms of hate propaganda and public intimidation. These provisions include: * Elevated penalties for offenses motivated by hatred. * Specific measures barring intimidation around places of worship, faith-based schools, and community hubs. * Penalties for obstructing lawful access to community institutions. * Strict limits on the willful promotion of hatred through public displays of designated extremist and hate symbols. Law enforcement agencies across the Greater Toronto Area have increasingly relied on these updated statutes as toxic rhetoric online translates into tangible safety concerns for everyday citizens. ### A Familiar and Troubling Pattern For Canadian Muslims, the charges in Durham will feel sobering, though not entirely unfamiliar. In recent years, local mosques, Islamic community centers, and visible community members—particularly women wearing the hijab—have faced persistent online harassment and physical confrontations. Incitement that begins behind anonymous digital avatars often has real-world consequences. Community advocates have long pointed out that hateful rhetoric spreads rapidly when left unchecked, cultivating an environment where individuals feel emboldened to act on violent impulses. ### Balancing Vigilance With Community Resilience In the wake of the arrest, community organizations and interfaith networks across Durham Region and the GTA are urging both vigilance and calm. Mosque administrators and faith leaders are reminded to review existing facility security protocols, ensure security cameras and perimeter monitoring are functional, and maintain open channels of communication with local police liaisons. Reporting suspicious interactions—both on digital message boards and around physical premises—remains essential. Yet, building safe communities requires more than security measures. It demands proactive interfaith dialogue, civic engagement, and institutional solidarity. Longtime community leaders frequently emphasize that while legal measures like Bill C-9 provide necessary boundaries, lasting protection against hate is forged through strong civic relationships. When neighbours of all backgrounds, faith traditions, and civic institutions stand together against bigotry, intimidation loses its power to divide. The Durham police continue to ask anyone with relevant information regarding this investigation or related online threats to contact the DRPS Hate Crime Unit at 1-888-579-1520, extension 5800, or to submit anonymous tips through Durham Regional Crime Stoppers.

Directed Oxidative Folding of Disulfide-Rich Peptides (DRPs) Using a Pseudoproline Unit: Ion Mobility-Mass Spectrometry (IM-MS) Reveals the Conformational Landscape of the DRP
AbstractDisulfide-rich peptides (DRPs) are attractive drug development scaffolds due to their exceptional stability and specificity. Regioselective disulfide bond formation is often achieved via orthogonal Cys protecting groups or strategic Pro placement. However, Cys protection strategies are labor-intensive and low-yielding, while strategic Pro placement imposes sequence constraints. To broaden the chemical diversity of DRPs, we developed an alternative approach using an acid-stable oxazolidine pseudoproline to guide disulfide formation in a multicyclic model peptide. This pseudoproline was incorporated as a monomer during automated Fmoc solid-phase peptide synthesis (SPPS), without pseudoproline dipeptide synthesis. The pseudoproline remained intact under standard peptide synthesis cleavage conditions (95% TFA), allowing it to direct peptide folding. Oxidation of the cleaved peptide strongly favored one regioisomer, Cys(I-IV)/Cys(II-III), with 86% selectivity. Ion mobility-mass spectrometry (IM-MS) revealed that this regioisomer exhibited two dominant conformational families. Experiments involving multiple rounds of IM separation and collision activation (CA) (IM-CA-IM) showed that these families interconvert in the gas phase, likely via cis/trans isomerization at the pseudoproline amide bond. This study provides an alternative to Pro for directing disulfide bond formation, relevant to medicinal chemistry projects. It also demonstrates the power of IM-MS to characterize DRP conformational landscapes and dynamics.

DOGE and the two “DRPs”, plus over-politicization and demand for “yes-men” at executive levels has cost us a great deal of senior expertise.

More than half of some of the teams I work with is under 25 y/o, and it’s a struggle.
