Russian attacks increase Ukraine's need for foreign aid, Bloomberg report finds
With economic activity expected to contract in 2026 for the first time since the start of Russia’s full-scale invasion, continued Western funding will be increasingly important to sustaining Ukraine’s defense and keeping the state functioning, a report by Bloomberg found. Over the last six months, Russian forces have expanded their targeting beyond energy facilities to target business infrastructure and civilian transport networks, using missiles and drones, according to a Bloomberg Economics report. The strikes are disrupting production, logistics and exports, adding to the economic pressure caused by the war. Bloomberg Economics analysts Ekaterina Vlasova and Alex Kokcharov said that while an immediate economic collapse was unlikely, sustaining the war through 2027 would increasingly depend on "timely, reliable and adequate" Western financing. President Volodymyr Zelensky said in October that Ukraine would need 70 billion euros ($78 billion) to finance its defense in 2027. The EU, Ukraine’s largest international donor, established a 90-billion-euro ($100.5 billion) support loan split between 2026 and 2027. Last week, the European Commission presented its proposal for the 2027 tranche, including 13.3 billion euros ($14.9 billion) in budget support and 31.7 billion euros ($35.4 billion) to strengthen Ukraine’s defense industry. The EU Council must approve the proposed allocation...

Canada working closely with EU on foreign aid as U.S. pulls back, Sarai says
OTTAWA — Canada’s deepening ties with Europe could help fill some of the massive gaps left behind as the United States pulls back from foreign aid and embraces a “transactional” approach, says the secretary of state for international development. “When we put all our heads together, I think the opportunities are endless,” Randeep Sarai told The Canadian Press. He said this effort includes recent talks with the European Union on leveraging private dollars and philanthropy for aid, while maintaining some government funding for the world’s most vulnerable. Sarai is overseeing a shift in foreign aid as the government of Prime Minister Mark Carney cuts back on global health spending and encourages more private funding in development projects. Ottawa is cutting spending across government, seeking new trade partners and boosting the defence budget to make Canada less vulnerable to U.S. President Donald Trump’s tariffs and threats of annexation. The Trump administration shut down the United States Agency for International Development, USAID, leading to what Harvard University researchers estimate to be hundreds of thousands of preventable deaths. In April, the Organization for Economic Co-operation and Development reported that the U.S. in 2025 accounted for 17 per cent of spending by rich countries...

The State Department promised Congress it would establish foreign aid review standards within 30 days of the freeze. What it produced instead was an approval matrix. A GAO report traces what happened between the executive order and the actual oversight — and finds the gap. #ForeignAid…
