Depends on your ethical framework? Is "I refused to eat for 3 days and made myself unhappy" unethical in a utilitarian framework? If you define "keep your trash tidy" as a deontological norm, and then don't tidy up, that's unethical, yeah? You make the rules, get as unethical as you want

It's that the Brazilian left did something materially different, they actually changed the epistemic environment in a pertinent way by introducing real coordination devices. So they created the infrastructure that made reasonable expectations of mass compliance
