a key thing about vought — and all of these guys — is that they have a totally top down and hierarchical vision of the world. they believe that the cultural changes they hate can be turned off by destroying the federal government because they can’t imagine that they emerged bottom-up in society
What he’s railing against is a profound shift in culture, status… He’s obsessed with the idea that America is controlled by a leftist “ruling elite” - but “elite” isn’t defined socio-economically or by political power, it means something like: Getting to define “real America” and who gets to belong.

The entire construction of "street gangs" in america is 99% moral panic. To the extent that they exist at all, they're closer to sports fandoms than hierarchical organizations.
Local police departments help fuel the deportation machine by keeping gang lists that are based on hunches and hearsay, like the gang database that it took years of organizing and investigation to shut down here in Chicago:

One important fact this grotesque farce has shined some needed light on is that immigration judges are entirely too happy to rubber-stamp ICE determinations that someone is a gang member based on essentially no evidence.
NEW: DOJ finally files its response. They continue to refuse to provide any information about any steps they are taking to bring him back, suggesting they are not taking any. They again offer nobody with personal knowledge and simply cite Bukele's (utterly false) claim that he can't do anything.
