There are clearly multiple things going on, and at a distance dude here doesn't seem well-suited for this sort of role.
One thing I see clearly, though, is he doesn't spend any time at all with ICs. They have ~500 employees - there's no excuse for him to be this utterly out of touch.

I did ICS sec for a good while and all the time we'd get Siemens etc saying 'turn off AV, firewalls etc' otherwise they wouldn't do the install. When pushed back, they'd come back with 'it's fine, we run nuclear power plants like this'.
It's like, my guys, that is not as reassuring as you think.

That part I'm well aware of. I fight with BAC/ICS suppliers on the regular on our network who want blanket any/anys for their equipment and get annoyed when I push back for tight ACLs and (dumb as it sounds) DHCP addressing.
