The answer is implicit in the question: Putin has ownership over both countries.

Exactly. It doesn't give him implicit authority, either.
This “explicit” is a weird editorial choice. The constitution gives the president no power over this at all. It’s not ambiguous.

This sounds like an implicit acceptance that Russia will collapse.
Putin claims Finland joined NATO hoping to "grab something" from Russia after it collapses, despite having no territorial disputes before.

there is strange insistence — an implicit one — that fascism must be a coherent system

The implicit assumption here is that trans girls don't deserve college scholarships to go to college.

When Jeff Flake was in the Senate he was one of the 2 or 3 most conservative members. This is quite something.

My daughter, drawing: “this is a pirate”
Me: “oh does he have a sword?”
Daughter: “*HE*?!?!?!?!?”

Kid is learning early how to call out my implicit biases, good for her!

tired: liberalism operates through consensus

wired: liberalism operates through implicit threats of violence (critique)

inspired: liberalism operates through implicit threats of violence (praise)
I mean that's what happens when you win in any sustainable fashion, the people implementing your project transition from being dashing idealists to bureaucratic norm-maintainers, it's kind of inevitable. But yes, it is high time that liberalism rediscovered the violence inherent within itself.

Oates' idea of romance is that of a repeatable formula, with repetition and similarity equating with a lack of value or interest. The implicit belief is that value is only found in originality (and the implicit belief that other forms of fiction - literary and genre perhaps - are truly 'original')

Even beyond that, it's an implicit framework that allows us not only to be ruled by the dead but the insidiously interpreted views of the dead.

Implicit immunity of the upper class
Why is ICE arresting employees but not employers? DOJ policy is to charge the most culpable people. The employers would seem to qualify.

My fundamental gripe with originalism beyond its practice being indistinguishable from divination, it's also an implicit framework that forces us to be governed by the dead or worse, the malicious interpretation of the dead.
“Originalism is an incoherent doctrine. It allows you to prove anything. Thus what it amounts to is a ritual invocation of the Founders, gesturing at this or that piece of text, before delivering whatever conclusion was approved on Fox News the night before.”

We Have No Supreme Court
The philosophical incoherence of originalism prevents the Court from performing its core functions as a supreme court.

The implicit media consensus is that urban voters should not be able to overrule rural voters, but that rural voters should be able to overrule urban voters, an assumption so axiomatic and unquestionable that nobody even understands they're making it.
So much false equivalence in media on gerrymandering in Texas vs California & Virginia. California and Virginia maps approved by the voters. That's a huge difference not enough people pointing out

(I don't think the implicit model of the stock market in this makes particular sense)
I'd rather have an economy that makes 1,000 millionaires than 1 billionaire.

Tarp and scaffolding still up at Kennedy Center. Petty jerks. It's going to take another lawsuit to make them do what was already implicit in Cooper's order.

Shouting “implicit guarantee” is something
This is honestly so funny. Trump is saying he will privatize the profits of Fannie & Freddie to shareholders but don’t worry we will socialize the potential losses & everyone will know this implicitly.

The threat implicit in the white supremacist rally is:

* if Trump loses, there will be violence

* if Trump wins, there will be even more violence
