MPR attributes the decision to Immigration Judge John Burns, listed on the Office of the Chief Immigration Judge's website as a recently-appointed Acting Assistant Chief Immigration Judge in New York.

Per TRAC data, Burns denied relief in 96% of 1128 asylum claims he decided from 2020 to Nov. 2025.

From December 2020 to December 2025, he served as an Immigration Judge at the New York – Broadway Immigration Court. From 2016 to December 2020, he served as an Assistant Chief Counsel with the Office of the Principal Legal Advisor, Immigration and Customs Enforcement, Department of Homeland Security, in New York. During this time, from 2016 to 2017, he deployed to Kuwait and Iraq in support of Operation Inherent Resolve and Operation Spartan Shield. During this period, court records show that Judge Burns decided 1128 asylum claims on their merits. Of these, he granted asylum for 29, granted 15 other types of relief, and denied relief to 1084. Converted to percentage terms, Burns denied 96.1 percent and granted 3.9 percent of asylum cases (including forms of relief other than asylum). The Immigration Judge, John Burns, was appointed by Bill Barr in 2020. He has denied over 96% of asylum cases, & uses AI to read out those decisions. His appointment history shows he was originally rated “Not Qualified”, but political influence changed that rating.

I am literally so excited, guys.

I have decided that I'm going back to school to get my #MLIS. I have my #jurisdoctor already, but I hate working in law firms bc the field is toxic as hell.

Being a #lawlibrarian seems much cooler and more my speed. Also I don't want to take the Bar again lol.
