"Sale–leaseback" is how Red Lobster went bankrupt and Russian oligarchs got rich. It is a standard tactic for extracting value and making someone else foot the bill. Hence the Trump–Musk interest.

The only way this makes sense is as a sale-leaseback, where the government gets gouged by Musk or an ally with a property they used to own, all to realize negligible short-term revenue on the balance sheet.

BTW, the point isn't to convert these buildings to commercial use. The point is for Musk's buddies to buy them (at far under market rate for the square footage) and then earn income leasing them back to the feds.
