The unanimous panel includes two Republican appointees — Judges Ilana Rovner (GHWB) and Amy St. Eve (Trump) — and one Democratic appointee — Judge David Hamilton (Obama).

Rovner is a GHWB appointee.

Breyer and Graber are Clinton appointees, Hamilton is an Obama appointee, and Perry is a Biden appointee.
The underlying plans — and Trump's "policy" aims — are clearly to make this a normal thing, but Judges Breyer Immergut, Perry, Graber, Rovner, Hamilton, and St. Eve have all rejected the Trump admin's efforts or, at least, rejected DOJ's effort to stay a TRO blocking troop deployment pending appeal.
