I can't speak to SWG, but for City of Heroes at least, you can't use a VPN while creating an account but you can easily play while using a VPN. That's true for the Homecoming, Rebirth, and Thunderspy City of Heroes servers.

It seems like the handful of people willing and able to create new assets all went with Rebirth or Thunderspy. The Homecoming appears to have programmers and writers/mission designers, but no art department.

I call bullshit on CoH being gone. There's a number of fan servers up already! The oldest and biggest is Homecoming, which also claims to have an official license from NCSoft(hard proof needed), but Rebirth and Thunderspy are great too.

Having dived into this rabbit hole this morning and poking around the various pitch pages for each of the alternate CoH servers, I have to say that Thunderspy piques my interest the most since it offers a robust expansion to the character creator and AT changes that I'm very interested in.
I was today years old when I realized that more than one pirate City of Heroes server cropped up after the 2019 reveal. Homecoming is the biggest and has the official public sanctioning from NCSoft but there are at least two other builds on separate forks that went with different design decisions.

For those looking for a superhero MMO City of Heroes is free. Homecoming is officially supported by the original publishing company and there's thunderspy and rebirth that have their own different things going for them (I play on and recommend Rebirth)

City of Heroes: play as a Mastermind, who has minion pets, but Thunderspy lets you use the character creator on those pets so you can really personalize them and it does so much to help your character feel unique
Also COH has a huge custom bio you can fill out that anyone can read, helps RP a lot

Never played CoH/CoV so excited to try it but I'm also bad at character creation so that's gonna take some fiddling. Basically deciding between Thunderspy and Homecoming server. I'll poke into both most likely. I like minion based characters, so Mastermind is the first thing to try.
