I have no doubt that the witness who asked to be called Javier heard DHS officials referring to "USCs", but it just means "United States citizens" not "United States citizens in custody."

Add into the mix the number of federal agents who are being detailed to these ops who aren’t ICE — ie who have never had to enforce or learn immigration law — and new recruits who aren’t being made to learn anything about targeting, and of COURSE you’ll end up scooping up USCs and legal immigrants.
