(a) MLK Way is INCREDIBLY LOUD. I wear noise cancelling headphones walking on the sidewalk there because so many cars and the train "WARNING" horns are loud too.
(b) Some people are deaf or low hearing.
Headphones are not the problem. Bad design is the problem.
