I think the best outcome here would be for Canada to join the Erasmus+ program, especially the part that promotes extensive exchanges and partnerships among civil servants at every level of government to share best practices, rather than Europeans coming in to solve problems.

The reason California has so many small cities surrounding larger ones is that, in the 1960s, small communities wanted to use zoning to keep non-Whites out and the state let them contract city services out from the county to make incorporation financially feasible.
A minimum population size for local government in general would solve literally hundreds of problems. Lots of cities should be annexed or disincorporated.
the degree of both autonomy and corruption inside tiny police departments in the U.S. is ridiculous.
