As a therapist I can tell you this is wrong. I would not recommended that someone break someone off unless there is a specific safety issue. In practice I have never told a client to cut someone off. Cutting someone if is not an easy solution it creates other issues (loneliness, guilt, etc.)
This has been a slowly metastasizing moral panic for years: Liberals, drunk on therapy-speak, are cutting off their parents over minor slights and miscommunications.
There is little evidence of the underlying phenomenon and even less of the cause. Look at this egregiously thin nut graf.
