Essentially, you should consider any AGPL+CLA project as "source available", not as a true open source project where everyone's contributions are equal.
Of course, at least it's possible to fork since the base license is AGPL.

I get disliking the SSPL over a permissive license or even the GPL! I don't get drawing the line at the AGPL.

Re 4 (Licensing as a weapon): Maybe use AGPL on backends instead of MIT to block closed forks. Consider a conformance trademark ("Atmosphere-compatible" to require real federation and export) see Java/Bluetooth

also obviously the choice of how to license your shit is yours but SAAS software companies are generally allergic to AGPL code existing anywhere on any device so keep that in mind (both to consider switching to and away from AGPL)
