Also, the entire premise of the case was nonsense from the start. California did not have a policy of granting CDLs to people who cannot read English; while there were certainly cases where it seems people passed the CDL test who shouldn't, no rational person would say it was a "policy."

There is no shortage of CDLs. There is a shortage of people willing to drive trucks for the hours required, regardless of pay.
Also: the 2017 tax bill eliminated employee deductions. Unless you own your truck, on the road expenses are no longer deductible.

Right; as far as I know, there were about a dozen or so such examples of asylum seekers with work authorizations who got CDLs and then got into a deadly crash which have occurred in the last year; out of the more than 5,000 deadly big truck crashes which occur each year.
