Oh yeah. There are many things happening here, depending on each person and their country of origin. ICE previously said all of the countries of origin had refused to issue travel documents, but we know Orville Etoria had an active Jamaican passport on him at the time he was sent to Eswatini, and

Neither Eswatini nor the US could explain why Etoria was being held, and Jamaican officials contested the Trump administration's claim that their country had refused to accept Etoria.
