I think you’re missing the deeper societal context of means testing. It’s never really been about fairness. It’s there to act as a deterrent, to put people off applying, and to maintain a social caste system where being ’on benefits’ makes you an undesirable.

You could make the same argument for the NHS. More so. We all pay for it but some need it more and some of those have health issues caused by their lifestyles.
