Apparently they only started installing these in a district of Seoul in 2015, but they became insanely popular. The City of Seoul standardized them in 2017 and the Ministry of the Interior took them nationwide in 2019

It's even dumber than that. People who use his "web3" app with "GovFi" protocols to give users "tokens" for snitching on their neighbors. At first glance, it seems those tokens have to be "vested" before they can be traded for cash.
