Lancaster community discusses relationship-based solutions to homelessness
Eight winters ago, Dave Costarella started his advocacy for homeless people in Lancaster city by driving around at night, finding people who sleep on the street and offering them essential items. Now his nonprofit, Hand Up Partners, is inviting community volunteers in Lancaster to contribute to his efforts on a larger scale. Nearly 50 filled the upstairs sanctuary room at West Art on Buchanan Avenue on Monday for a kickoff event and open discussion on finding realistic solutions to homelessness in the city, and becoming part of Hand Up Partners’ volunteer force. The turnout was better than expected, according to Costarella. With six more monthly sessions planned, he sees hope for building a more robust volunteer network for a nonprofit that started with just a few people. “We’ve built up a program that I feel is now strong enough to ask the community to help me,” Costarella told the room. Hand Up Partners offers services to homeless people, prioritizing building relationships and inspiring self-worth. The nonprofit does so by offering homeless people $20 in exchange for tasks like city beautification and park cleanups. The stipends are entirely funded by donations. Costarella was joined by other Hand Up Partners representatives at the front of the sanctuary room Monday, including director of outreach Rebecca Saner and case manager Bruce Etter. Of those gathered in the room, nearly half raised their hands to identify themselves as social services providers. Others said they were (or are) homeless and looking to give firsthand perspective. Etter read excerpts from “Toxic Charity,” a book by activist Robert Lupton that examines how some charities make donors feel good and generous while unintentionally belittling the people they intend to serve. “When we do for those in need what they have the capacity to do for themselves, we disempower them,” Etter read aloud from Lupton’s book. One person in attendance said charities can build networks of people who depend solely on donations and are stripped of feelings of accomplishment and initiative. Saner said that’s where Hand Up Partners differs from other nonprofits. The presentation explained how relationship-based approaches to serving communities in need humanize homeless people and give them a sense of self-worth. Costarella said making a habit of saying “It’s good to see you” instead of “How are you?” to homeless people makes a big difference in how his help is received. Additionally, Saner said, Hand Up Partners’ cleanup initiative works to empower homeless individuals with “personal responsibility and ownership of their own community” through a stipend-based job. In next month’s discussion, Costarella and Etter said they plan to discuss the financial benefits of ending homelessness. The date, time and place for next month’s session have not been set. Sadly, we are a country that is mostly less than $300 away from homelessnes in many cases and less than that in many more. They have us SO pressed just to be able to work to survive that we can't really do much else. Unless we are the top 10%, and they benefit from this regime
