制定したのは、東海国立大学機構の名古屋大学と岐阜大学が合同で設立した糖鎖生命コア研究所（iGCORE）。記念日は2024年9月18日に一般社団法人日本記念日協会により認定・登録され、同年10月3日には名古屋大学の共創スタジオで登録証の授与セレモニーが開かれました。発案者は、名古屋大学研究協力部の大塚宗係長です。
